Spot 4-cell Battery EOL

We should be no longer selling the 105631. Jeannie is adding exlusions or inclusions to no longer allow the sale of the battery in plant 1000, it should be used for warranty replacements only. 

The direct replacement part number is 106656 which is a 2-cell battery (vs 4) and will continue to support usage requirements of our customers.
